ATLANTA – Health officials say four people in North Carolina have tested positive for a type of swine flu that's resistant to the drug Tamiflu.<br />
<br />
It's the first cluster of that many cases seen in the U.S.<br />
<br />
Health officials said Friday the four cases were reported at Duke University Medical Center in Durham over the past six weeks.<br />
<br />
Tamiflu is one of two medicines that help against swine flu. Health officials have been closely watching for signs that the virus is mutating, making the drugs ineffective.<br />
<br />
About 52 resistant cases have been reported in the world since April, including 15 in the U.S. so far. Officials with the U.S. Centers for Disease Control and Prevention say almost all the U.S. cases have been isolated.</div>

On the first day of Christmas, my true love gave to me ... a virus in my PC?<br />
<br />
As consumers get ready to hit the Internet in droves to buy holiday gifts, exchange greeting cards and search for Christmas carol lyrics and ringtones, security researchers have a few words of caution.<br />
<br />
Cybercriminals save their best schemes for the holidays, they say, dressing online scams to steal personal information and money in festive, seasonal wrapping.<br />
<br />
"Everyone is going to the Web to do holiday shopping. ... That presents the bad guys with a better way of delivering threats to you," said David Marcus, director of security research and communications for McAfee Labs, which on Thursday warned consumers about the "Twelve Scams of Christmas."<br />
<br />
According to Consumer Reports, in the past two years, cybercriminals have stolen $8 billion from Internet users. And, Marcus said, they pull out all the stops around popular holidays.<br />
<br />
"The bad guys read the same news you do and will use the news and event of the day against you," he said.<br />
<br />
Cybercriminals are a creative bunch, tricking even the most cautious users into disclosing sensitive information. But pay attention to the following 12 scams and, hopefully, they won't deceive you.<br />
<br />
1. Charity Phishing Scams Prey on Your Generosity<br />
<br />
'Tis the season for giving, right? Yes, but you should still be careful to whom you give.<br />
<br />
Hackers are ready and waiting to take advantage of your generosity with e-mails and Web sites that appear to be from legitimate charitable organizations, McAfee warned. They may look real, but the Web sites are actually designed to steal donations, credit card information and donor identities.<br />
<br />
If you get a suspicious e-mail directing you to a company or charity's Web site, do not click on the link. Instead, go directly to the Web site by typing the address or using a search engine.<br />
<br />
Scammers Target Deliveries, Social Networks and More<br />
<br />
2. Deliveries From Santa? No, Scammers<br />
<br />
Around the holidays, packages pour in via Federal Express, UPS and the U.S. Customs Service.<br />
<br />
But if you get an e-mail supposedly from a delivery service asking for credit card details or directing you to open an online invoice, be careful.<br />
<br />
Cybercriminals often send fake invoices and delivery notifications appearing to be from well-known delivery services, Marcus said. Opening a fake invoice online could prompt the installation of malware on your computer.<br />
<br />
Before you click, take a good, hard look at the address the e-mail is coming from. If it's from Federal Express, it should be a short address from "Federal Express" or "FedEx," he said.<br />
<br />
He also said to pay attention to the language in the e-mail, adding that bad grammar is often a red flag. Most importantly, be suspicious if the e-mail asks for credit card information, because a valid delivery notification would not ask for that.<br />
<br />
3. 'Let's Be Friends' -- Cybercriminals Target Social Networks<br />
<br />
What would the holidays be without mistletoe-laced cocktail parties and happy hours?<br />
<br />
This is one of the most social times of the year and cybercriminals try to benefit by sending authentic-looking "friend request" e-mails from online social networks.<br />
<br />
Clicking on links in these e-mails can automatically install malware on computers and skim personal information.<br />
<br />
Instead of clicking on the link, log-in directly to your social network and make sure the request is actually there, Marcus advised. If it is and you're still not sure you know the person, check out the person sending the request before you accept it.<br />
<br />
4. Thieves Like Holiday E-Cards<br />
<br />
They may be the environmentally-friendly option (and the more convenient one). But holiday e-cards are also a favorite among cyber thieves.<br />
<br />
McAfee says it's discovered worms masquerading as Hallmark e-cards and corporate holiday promotions.<br />
<br />
Instead of clicking on the link, open up a browser and enter the address yourself.<br />
<br />
Or, if you don't know the person sending the e-card or it looks especially suspicious, Marcus said you're better of deleting it.<br />
<br />
"If it was real, your friend will send it to you again," he said.<br />
<br />
Check Web Addresses, E-Mails for Misspellings, Errors<br />
<br />
5. 'Luxury' Items Can Cost More Than You Think<br />
<br />
If it looks too good to be true, maybe it just is. McAfee recently discovered a new scam that tricks shoppers into visiting malware-infected sites offering discounted luxury items from Cartier, Gucci and Tag Heuer.<br />
<br />
Tech-savvy thieves even forge Better Business Bureau logos to convince shoppers of the sites' legitimacy.<br />
<br />
If you want to buy a high-end item on end, type the company's address directly into your Web browser. And if you're looking for good holiday deals online, be sure to stick to respectable, well-known sites.<br />
<br />
Marcus said you can still find deals with Google but recommended using safe-browser software that protects users from Web sites known to install malware.<br />
<br />
6. Be Wary of Public Wi-Fi Hotspots<br />
<br />
As you shop this holiday season, McAfee says to never shop online from a public computer or on an open Wi-Fi network.<br />
<br />
There may be deals a plenty online but, if you're surfing the Internet on an open hotspot, hackers can spy on your activities and steal personal information as you enter it.<br />
<br />
If you connect to a Wi-Fi network at the airport or at a hotel, Marcus said to be careful that you connect to the correct one. Look for signage on the wall directing you to the appropriate network and if you're not sure, ask someone.<br />
<br />
7. 'Deck the Halls' Could Be Dangerous?<br />
<br />
As you prepare to carol with friends and family, you might search the Web for Christmas carol lyrics. But McAfee says that hackers create holiday-themed Web sites for people hunting for festive ringtones, carols and screensavers.<br />
<br />
Downloading infected files could install spyware, adware or other malware on your computer.<br />
<br />
Before you start surfing, make sure you have comprehensive and up-to-date computer security software on your computer. And, as you search, steer clear of links with misspellings and other errors.<br />
<br />
8. Steer Clear of Job-Related E-Mail Scams<br />
<br />
The holidays are an expensive time and, if you're out of work, they can be extra stressful.<br />
<br />
But don't fall victim to scams targeting job-seekers with work-from-home opportunities and promises of high-paying jobs.<br />
<br />
In these scams, McAfee says, once the job-seeker sends his information and pays the "set-up" fee, off the hackers go with their money.<br />
<br />
9. Auction Sites Fraught With Fraud<br />
<br />
Auction sites can help you find good deals as you do your holiday shopping. But as you visit sites, make sure you actually land on eBay or Craiglist and not imposter sites, Marcus said.<br />
<br />
And, as you place your bids, be careful about deals that look just a bit too sweet, as they probably are.<br />
<br />
Marcus recommends that you scrutinize the seller information and pay attention to how they are asking you to pay. He also said the safe browsing technology can warn you if the seller is directing you to a malware-ridden site.<br />
<br />
McAfee Researcher: Be Educated as You Shop, Search Online<br />
<br />
10. Password Stealing Scams Rampant During Holidays<br />
<br />
Knowing that people are likely to make online purchase during the holidays, McAfee warns that password theft is rampant around this time.<br />
<br />
Using low-cost tools that reveal your password and install malware that can record keystrokes, cyber thieves can access bank and credit card details.<br />
<br />
To stay ahead of them, Marcus said to be vigilant about which sites you visit, click before you think and make sure your security software is updated.<br />
<br />
11. Bank Online -- Carefully<br />
<br />
During the holidays, we give a lot, but that means we spend a lot too.<br />
<br />
McAfee researchers believe that cybercriminals up their e-mail banking scams around the holidays because people monitor their purchases more closely.<br />
<br />
Be careful of official-looking e-mails from financial institutions, McAfee warns. Cyber thieves send e-mails asking consumers to confirm account information, including user names and passwords, and warn that accounts may become invalid if they don't comply.<br />
<br />
Whatever information they glean, they can sell through an underground black market.<br />
<br />
Before you click on a link in an e-mail from your bank, make sure it was actually your bank that sent the message. Look carefully at the address and trust your gut. If it looks suspicious, open up a new browser and type in your bank's Web address on your own.<br />
<br />
12. Scammers Can Hold Your Files for Ransom<br />
<br />
Once scammers have weaseled their way on to your computer, one of their options is to act like virtual kidnappers and hijack your files.<br />
<br />
They encrypt the files to make them unreadable and inaccessible and then demand that you pay up if you want them back.<br />
<br />
But by following the above recommendations, you should be safe.<br />
<br />
As you shop and celebrate this holiday season, Marcus said to remember this: "We don't think it's doomsday, we just think it's always appropriate to raise awareness around the holidays so we can empower people."</div>

The European Union said senior diplomats from the U.N. Security Council's five permanent members plus Germany took part in talks in Brussels. They come a day after President Barack Obama said the six nations will develop a package of serious new punitive measures in coming weeks. He did not give details.<br />
<br />
On Wednesday, Tehran indicated it would not export its enriched uranium for further processing, effectively rejecting the latest plan brokered by the International Atomic Energy Agency and aimed at delaying Iran's ability to build a nuclear weapon.<br />
<br />
Under the IAEA plan, Iran would export its uranium for enrichment in Russia and France where it would be converted into fuel rods, which would be returned to Iran about a year later. The rods can power reactors but cannot be readily turned into weapons-grade material.<br />
<br />
In Berlin, Mohamed El-Baradei, the U.N. nuclear watchdog agency chief, pressed Iran to work with the international community.<br />
<br />
&quot;I would hate to see that we are moving back to sanctions,&quot; El-Baradei said. &quot;Because sanctions, at the end of the day ... really don't resolve issues.&quot;<br />

He said the IAEA had not yet received a formal reply from Tehran to its proposals, although Iranian officials had told him they would not send uranium for reprocessing abroad unless they first received promised fuel rods.<br />

Police say a gang in the Peruvian jungle has been killing people and draining fat from the corpses to sell on the black market for use in cosmetics, although medical experts say they doubt a major market for fat exists.<br />
<br />
Three suspects confessed to killing five people, but the gang may have been involved in dozens more, said Col. Jorge Mejia, chief of Peru's anti-kidnapping police. He said one suspect claimed the gang wasn't the only one doing such killings.<br />
<br />
Mejia said two of the suspects were arrested carrying bottles of liquid human fat and told police it was worth $60,000 a gallon ($15,000 a liter). The fat was sold to intermediaries in Peru's capital, Lima, and police suspect it was then sold to cosmetic companies in Europe, Mejia said Thursday, but he could not confirm any sales.<br />
<br />
Medical experts expressed doubt about an international black market for human fat, though it does have cosmetic applications. A dermatology professor at Yale University, Dr. Lisa Donofrio, speculated that a small market may exist for "human fat extracts" to keep skin supple, but she said that scientifically such treatments are "pure baloney."<br />
<br />
At a news conference, police showed reporters two bottles of fat recovered from the suspects and a photo of the rotting head of a 27-year-old male victim. Suspect Elmer Segundo Castillejos, 29, led police to the head, recovered in a coca-growing valley last month, Mejia said.<br />
<br />
Mejia said Castillejos recounted how the gang cut off its victims' heads, arms and legs, removed the organs, then suspended the torsos from hooks above candles that warmed the flesh as fat dripped into tubs below.<br />
<br />
Six members of the gang remain at large, Mejia said. Among them was the band's alleged leader, Hilario Cudena, 56, who Castillejos told police has been killing people to extract human fat for more than three decades.<br />
<br />
This year alone, at least 60 people are listed as missing in Huanuco province, where the gang allegedly operated, though the province is also home to drug-trafficking leftist rebels.<br />
<br />
Mejia said police received a tip four months ago that human fat from the jungle was being sold in Lima. In August, he said, police infiltrated the band and later obtained some of the amber fluid, which a police lab confirmed as human fat.<br />
<br />
On Nov. 3, police arrested Serapio Marcos Veramendi and Enedina Estela in a Lima bus station with a quart (a liter) of human fat in a soda bottle. Their testimony led to the arrest of Castillejos three days later at the same bus station.<br />
<br />
The three are charged with homicide, criminal conspiracy, illegal firearms possession and drug trafficking, according to a statement from Lima Superior Court. Police said they were searching for the alleged buyer.<br />
<br />
Police dubbed the gang the "Pishtacos" after a Peruvian myth dating to pre-Columbian times of men who killed to extract human fat, quartering their victims with machetes.<br />
<br />
Medical authorities contacted by The Associated Press said human fat is used in anti-wrinkle treatments — but is always extracted from the patient who is being treated, usually from the stomach or buttocks.<br />
<br />
"There would be a risk of immunological reaction that could lead to life-threatening consequences" if fat from someone else were used, said Dr. Neil Sadick, a professor of dermatology at Cornell Weill Medical College in New York.<br />
<br />
Dr. Adam Katz, a professor of plastic surgery at the University of Virginia medical school, was incredulous when told about the Peruvian ring.<br />
<br />
"I can't see why there would be a black market for fat," he said. "It doesn't make any sense at all, because in most countries we can get fat so readily and in such amounts from people who are willing and ready to donate that I don't see why there would ever be a black market for fat, of all tissues."</div>

			<content:encoded><![CDATA[<div>Drinking alcohol every day cuts the risk of heart disease in men by more than a third, a major study suggests.<br />
<br />
The Spanish research involving more than 15,500 men and 26,000 women found large quantities of alcohol could be even more beneficial for men.<br />
<br />
Female drinkers did not benefit to the same extent, the study in Heart found.<br />
<br />
Experts are critical, warning heavy drinking can increase the risk of other diseases, with alcohol responsible for 1.8 million deaths globally per year.<br />
<br />
The study was conducted in Spain, a country with relatively high rates of alcohol consumption and low rates of coronary heart disease.<br />
<br />
The research involved men and women aged between 29 and 69, who were asked to document their lifetime drinking habits and followed for 10 years.<br />
<br />
Crucially the research team claim to have eliminated the &quot;sick abstainers&quot; risk by differentiating between those who had never drunk and those whom ill-health had forced to quit. This has been used in the past to explain fewer heart-related deaths among drinkers on the basis that those who are unhealthy to start with are less likely to drink.<br />
<br />
Good cholesterol<br />
<br />
The researchers, led by the Basque Public Health Department, placed the participants into six categories - from never having drunk to drinking more than 90g of alcohol each day. This would be the equivalent of consuming about eight bottles of wine a week, or 28 pints of lager. <br />
<br />
For those drinking little - less than a shot of vodka a day for instance - the risk was reduced by 35%. And for those who drank anything from three shots to more than 11 shots each day, the risk worked out an average of 50% less.<br />
<br />
The same benefits were not seen in women, who suffer fewer heart problems than men to start with. Researchers speculated this difference could be down to the fact that women process alcohol differently, and that female hormones protect against the disease in younger age groups.<br />
<br />
The type of alcohol drunk did not seem to make a difference, but protection was greater for those drinking moderate to high amounts of varied drinks.<br />
<br />
The exact mechanisms are as yet unclear, but it is known that alcohol helps to raise high-density lipoproteins, sometimes known as good cholesterol, which helps stop so-called bad cholesterol from building up in the arteries.<br />
<br />
'Binge-drinking'<br />
<br />
UK experts said the findings should be treated with caution because they do not take into account ill-health from a range of other diseases caused by excess drinking.<br />
<br />
&quot;Whilst moderate alcohol intake can lower the risk of having a heart attack, coronary heart disease is just one type of heart disease. Cardiomyopathy, a disease of the heart muscle, is associated with high alcohol intake and can lead to a poor quality of life and premature death,&quot; said the British Heart Foundation's senior cardiac nurse, Cathy Ross.<br />
<br />
&quot;The heart is just one of many organs in the body. While alcohol could offer limited protection to one organ, abuse of it can damage the heart and other organs such as the liver, pancreas and brain.&quot;<br />
<br />
The Stroke Association meanwhile noted that overall, evidence indicated that people who regularly consumed a large amount of alcohol had a three-fold increased risk of stroke.<br />
<br />
&quot;Six units within six hours is considered 'binge-drinking' and anyone indulging in regular 'binge-drinking' increases their risk of stroke greatly,&quot; said research officer Joanne Murphy.<br />
<br />
Public health specialists warned no-one should be encouraged to drink more as a result of this study.<br />
<br />
&quot;The relationship between alcohol and heart disease remains controversial,&quot; said Professor Martin McKee of the London School of Hygiene and Tropical Medicine.<br />
<br />
&quot;While there is good evidence that moderate consumption is protective in people who are at substantial risk of heart disease - which excludes most people under the age of 40 - we also know that most people underestimate how much they drink. This paper adds to the existing literature but should not be considered as definitive. &quot;<br />
<br />
In the UK, the recommendation is no more than two to three units of alcohol a day for women - the equivalent of one standard glass of wine - and three to four units for men.<br />
<br />
The British Liver Trust said: &quot;There have been several studies suggesting that small amounts of alcohol can reduce the risk of coronary heart disease in men over the age of 40.<br />
<br />
&quot;But these are often misinterpreted by people looking for a health reason to consume alcohol.<br />
<br />
&quot;If you want to look after your health, stay within the limits of no more than 3-4 units a day for men or 2-3 for women and aim to give yourself at least two days off alcohol a week.&quot;<br />
<br />
Professor Alan Maryon-Davis, president of the UK Faculty of Public Health, agreed that the message from this study was not clear: &quot;At the end of the day, you're juggling different risks and benefits, maybe helping your heart or maybe damaging your brain and liver.<br />

&quot;The simple message is moderation.<br />
<br />
&quot;Stick to the guidelines, and you won't go far wrong.&quot;</div>

The young crane would have been firm favourite with the bookies but the mighty oak, though ageing and sickly, had one last fight in it - yanking the crane off its wheels and hurling the young pretender to the ground with the shudder of a mighty branch.<br />
<br />
Alas, Kevin and Michelle McCarthy's house stood underneath the titanic struggle. And, when part of the tree broke off, the crane was 'shockloaded' and promptly collapsed on the McCarthys' home in Santa Rosa, California.</div>

Even the United Nations is involved, saying prison inmates around the world, including those in the United States, frequently have no access to clean toilets.<br />

This is the 8th annual World Toilet Day.<br />
<br />
Water for People says access to improved sanitation has been shown to reduce diarrhea in children, who are most susceptible, by 22 to 36 percent.</div>

			<content:encoded><![CDATA[<div>WASHINGTON – A 20-foot-long crocodile with three sets of fangs — like wild boar tusks — roamed parts of northern Africa millions of years ago, researchers reported Thursday.<br />
<br />
While this fearsome creature hunted meat, not far away another newly found type of croc with a wide, flat snout like a pancake was fishing for food.<br />
And a smaller, 3-foot-long relative with buckteeth was chomping plants and grubs in the same region.<br />
<br />
The three new species, along with new examples of two previously known ancient crocodiles, were detailed Thursday by researchers Paul Sereno of the University of Chicago and Hans Larsson of McGill University in Montreal. They spoke at a news conference organized by the National Geographic Society, which sponsored the research.<br />
<br />
"These species open a window on a croc world completely foreign to what was living on northern continents," Sereno said of the unusual animals that lived 100 million years ago on the southern continent known as Gondwana.<br />
Hans Dieter Sues of the Smithsonian Institution's National Museum of Natural History said the discovery revises the ideas of what crocodile-type reptiles were like.<br />
<br />
"It's a joy for anyone who is interested in ancient life to see," said Sues, an editor at ZooKeys, which published the findings.<br />
<br />
The researchers suggest that these crocs could gallop across the landscape chasing prey and yet dive into water and swim.<br />
<br />
"My African crocs appeared to have had both upright, agile legs for bounding overland and a versatile tail for paddling in water," Sereno wrote in an article for National Geographic magazine. "Their amphibious talents in the past may be the key to understanding how they flourished in, and ultimately survived, the dinosaur era."<br />
<br />
They weren't racehorses, Sereno said, but they could move quickly. Freshwater crocs in Australia manage to eat a few people every year and these would have been able to do as well, he said. However, there were no people around at the time.<br />
<br />
The newly discovered species are:<br />
<br />
• Kaprosuchus saharicus, nicknamed "BoarCroc," found in Niger. BoarCroc was a 20-foot-long meat-eater with an armored snout for ramming and three sets of dagger-shaped fangs for slicing. The tusks stuck out above and below the jaw like a modern warthog, said Larsson. "This has never been seen before on any crocodile."<br />
<br />
• Araripesuchus rattoides, which the researchers call "RatCroc," found in Morocco. This 3-foot-long croc was a plant- and grub-eater with a pair of buckteeth in the lower jaw it used to dig for food.<br />
<br />
• Laganosuchus thaumastos, or "PancakeCroc," found in Niger and Morocco. Also 20 feet long, it was a squat fish-eater with a 3-foot pancake-flat head and spike-shaped teeth on slender jaws. Sereno said it probably remained motionless for hours, its jaws open and waiting for prey.<br />
<br />
In addition the researchers found new fossils of two previously named species:<br />
<br />
• Anatosuchus minor, "DuckCroc," found in Niger, a 3-foot-long fish-, frog- and grub-eater with a broad snout and Pinocchio-like nose. Special sensory areas on the snout end allowed it to root around on the shore and in shallow water for prey. Its closest relative is in Madagascar.<br />
<br />
• Araripesuchus wegeneri, or "DogCroc," found in Niger, a 3-foot-long plant- and grub-eater with a soft, doglike nose pointing forward.<br />
<br />
Sereno has focused since 2000 on fossils in the Sahara Desert, his first find being Sarcosuchus imperator, a 40-foot-long creature that would have weighed 8 tons and which he called "SuperCroc." <br />
<br />
The new findings are detailed in the journal ZooKeys as well as National Geographic magazine and a documentary scheduled for Saturday on the National Geographic Channel.</div>

			<content:encoded><![CDATA[<div>SAN JUAN, Puerto Rico – President Barack Obama is now confirming what many have long suspected: He will miss his January deadline to close the Guantanamo prison — partly because he cannot persuade other nations to take the detainees.<br />
<br />
Prisoners like Walid Abu Hijazi. The 29-year-old Palestinian is nearing his eighth year at Guantanamo even though the U.S. approved his release in February 2008. No one else has been willing to allow him, or dozens of others, into their territory.<br />
<br />
This dilemma is one of the chief obstacles to closing the jail, according to lawyers and human rights groups who monitor U.S. detention policy. Most say Washington bears the main blame because it also refuses to accept prisoners on American soil.<br />
<br />
"It's very difficult to persuade third countries to accept the political or security risks involved, especially when the United States has been unwilling to accept that risk itself," said Matthew Waxman, a professor at Columbia Law School.<br />
U.S. officials decline to disclose the details of efforts to relocate Guantanamo prisoners, though in the past they acknowledged the difficulty in resettling ethnic Uighurs from China.<br />
<br />
In Abu Hijazi's case, his Chicago-based lawyer, Matthew O'Hara, said he can only speculate that the problem with relocating his client is that the U.S. has no relations with Hamas, the Islamic militant group that controls the Gaza Strip, where Abu Hijazi was born.<br />
<br />
No charges were ever filed against Abu Hijazi. O'Hara said his client told a military review panel he trained for two weeks at a militant camp in Afghanistan but never fired a weapon except in training and denied being part of the Taliban or al-Qaida.<br />
<br />
"He's hanging in there," the lawyer said. "The men there generally have learned not to get their hopes up."<br />
<br />
O'Hara doesn't see a possibility of his client being accepted elsewhere.<br />
"Our friends and allies around the world say, 'If you don't want them, why should we take them?' That, I think, is the key obstacle," he said.<br />
The administration says about 90 of the 215 men now held at the U.S. military base at Guantanamo Bay on Cuba can be released or repatriated, but it has made little progress since Obama announced shortly after his inauguration that he would close the widely criticized prison.<br />
<br />
There are other factors causing Obama to miss the deadline. His administration must still resolve where it will try 40 to 60 prisoners suspected of terrorism. It also must decide where to relocate dozens more it wants to continue to holding without charge because it lacks the evidence to try them but fears their release — a prospect that dismays human rights groups.<br />
<br />
The slow pace of transfers has surprised many lawyers and Guantanamo critics who expected a warmer diplomatic response to Obama's announced intent to overhaul the Bush detention policy, which drew much criticism around the globe.<br />
<br />
"We are hugely disappointed as are, I should think, the people who are cleared for release and are stuck in Guantanamo," said Tom Parker, a policy director for Amnesty International.<br />
<br />
Obama has made some progress. His administration has reduced the jail's population by a couple dozen since he took office, in part by arranging the long-delayed transfer of the ethnic Uighurs from China to the islands of Palau and Bermuda. In recent months a few European nations have agreed to accept some detainees, among them Ireland and Portugal, which took in two each.<br />
<br />
Some critics said Obama missed an opportunity by refusing to allow the Uighurs to settle in the U.S. after they were found to pose no threat to the United States.<br />
<br />
"If he had done that, we would have a much better reception in Europe for taking some of the more difficult cases," said Shayana Kadidal, senior managing attorney of the Guantanamo project at the Center for Constitutional Rights.<br />
<br />
Of the 90 detainees cleared for release, about 40 can't be returned to their home countries because they could face mistreatment or for some other reason. An additional 35 are from Yemen, a country that the U.S. government deems too unstable to accept former prisoners.<br />

Legal experts say it is wrong to blame the delay entirely on Obama. Congress has resisted moving prisoners to the U.S. even under maximum-security conditions. There also has been much criticism of Obama's plan to send five men charged in the Sept. 11 attack, including self-proclaimed mastermind Khalid Sheikh Mohammed, to New York to stand trial in a civilian court.<br />

"Ultimately, Guantanamo cannot be closed quickly and effectively without more support from both Congress and U.S. allies and partners abroad," said Waxman, a former Pentagon and State Department official. <br />
